The Portland cement is removed by carefully cutting the center of the joint with an electric saw equipped with a diamond blade, then by collapsing the remainder of the joint from the top and bottom edges toward the center by hand utilizing a hammer and a chisel.
Tar, silicone and caulking patches also need to be carefully chipped out and removed.
